Duplicate Vehicle Fitness Certificate Delhi RTA

The duplicate vehicle fitness certificate is issued in case of loss, theft or mutilation. The duplicate fitness is issued after verifying the records of previous fitness.

Documents required for duplicate certificate of fitness for Vehicle

Documents for Duplicate COF
  • Application on plain paper with date of issue/expiry of COF
  • Tax clearance report from from account branch
  • Police report (N.C.R)
  • Challan clearance from traffic police and Transport Deptt.

CNG / LPG Kit Endorsement Delhi RTA

Please Submit the following Documents required for endorsement of CNG/LPG KIT in following order:

  • Verification of vehicle on form no. 20.
    CNG Kit Delhi prices
  • Registration certificate in Original (R/C)/ Smart card.
  • Original bills of CNG/LPG kit & Cylinder, Multivalve (in case of LPG) Kit its serial no. endorsed on bill and lambda system, copy of invoice from the manufacturer duly certified by retrofitter.
  • Copy of type approval certificate duly certified by retrofitter.
  • Copy of authorization letter (issued by Tpt. Deptt. ) of retrofitter duly certified by retrofitter itself.
  • Copy of CNG/LPG cylinder certificate issued by Dept. Of Explosives, Nagpur, duly certified by retrofitter.
  • Copy of certificate issued by Dept, of Explosives for multivalve in case of LPG kit duly certified by retrofitter.
  • Copies of side &Top view of approved layout drawings/ plans approved by designated testing agency duly certified by retrofitter.
  • Undertaking from retrofitter stating that all components installed as per approved layout plan issued by Installation test certificate in original (As per AIS-024-028) designated testing agency. duly certified by retrofitter itself
  • Copy of valid P.U.CC.( It should be of the installation date) Valid insurance, Valid Address proof(As prescribed in CMVR 1989) duly attested by Gazetted officer/Notary Public.
  • Installation of lambda system as per approved layout plan
  • Check list as per AIS-024 TO AIS-028 certified by the retrofitter.
  • Copy of PAN Card/Form-60 duly attested by Gazetted officer/Notary Public.

Vehicle Ownership Transfer for Public Auction Cars

Any person who has acquired vehicle at a public auction conducted by or on behalf of the state or central Govt. shall by or on behalf of the state or central govt. shall apply with in thirty days of taking possession of the vehicle to the registering authority in whose jurisdiction applicant is residing accompanied by
  • Application on form 32.
    Vehicle Ownership Transfer for Public Auction Cars
  • Form 20.
  • Certificate of registration in original.
  • Sale certificate form 21 issued by the Auctioning Deptt. in favour of the owner of the vehicle. OR The certificate or the order confirming the sale of the vehicle in his favour duly signed by the person authorised to conduct the auction.
  • The certified copy of the order of the Sate or Central Govt. authority auction of the vehicle.
  • Attested copy of the insurance in favour of purchaser.
  • Attested copy of pollution under control certificate.
  • Attested copyof address proof.
  • Road tax as applicable.
  • Registration/Re-registration fee.
Important : The Vehicle would be re-registation provided it complies the EURO -II norms 

Car Alternation permission Delhi RTA

Car Alternation permission Delhi RTAUnder the provisions of section 52 of Motor Vehicle Act, the alteration of Motor Vehicle is allowed after prior permission of registering authority. If registering authority feels the sufficient ground to alter the vehicle, the permission is granted. The conversion like from fuel Petrol to C.N.G. is also allowed after the permission in case of engine assembly. 

So approach the RTA where you car is registered and seek permission to alter the car and drive safely.

Temporary Vehicle Registration Delhi RTA

Temporary Vehicle Registration Delhi RTAAs per the provision of section 43 of the central motor vehicle Act temporary registration certificate can be given to a vehicle only in case when owner of a vehicle wants to take his vehicle to the other state. Maximum period of validity of temporary registration made under this section is one month and it is not renewable.

The temporary registration is also known as transit registration because the destination point is also mentioned in it where the vehicle has to reach. This registration is done at M.L.O. (HQ). The Transport Department can also delegate this registration power to the vehicle manufacturers or other concerned zonal offices.

Out State Vehicle Registration Delhi

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

  • Other state registration certificate in original.
  • Form 28 (NOC in duplicate)
  • Form 27.
  • Form 20.
  • Attested copy of address proof.
  • Attested copy of valid insurance.
  • Attested copy of pollution under control certificate.
  • Challan clearance from traffic police or enfrocement wing of transport deptt. On case of commercial vehicle only.
  • Fitness certificate issued by the board of inspec. Burari.
  • Road tax (as applicable)
  • Prescribed fee for registration.
  • PAN Card or Form 60 & 61 ( as applicable).
  • Parking Fees.
  • Certificate manufactured regarding emission norms.

Note : Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

Duplicate Vehicle Registration Certificate Delhi

Duplicate RC Book in Delhi can be obtained in case you have lost it or damaged it. Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting following documents:

  • Application on form 26 (in duplicate and one copy duly attested along with the endorsement from the financier of Hypothecated). Download
  • Original copy of the F.I.R/N.C.R.
  • Attested copy of valid insurance policy.
  • Attested copy of pollution under control certificate.
  • Attested copy of address proof.
  • Prescribed fee.
  • Challan clearance from traffic police & Enforcement wing Transport Department in commercial vehicles.
  • Tax clearance from Accounts Department in commercial vehicles.

Re Registration of Vehicle in Delhi

Re Registration of VehicleAs per rules registration of any private vehicle is done for a maximum period of 15 yrs. and after completion of 15 yrs every registered owner is required to get his vehicle re-registered from the same delhi transport office where it is already registered and following documents are required:
  • Application on form 25.
  • Registration certificate in original.
  • Proof for the payment of up-to-date road tax paid.
  • Attested copy of insurance certificate.
  • Attested copy of pollution under control certificate.
  • Payment of tax dues if any.
  • Prescribed fee.
  • Attested Copy of PAN card or Form 60 & 61 (as applicable).
The vehicle is brought to the delhi transport zonal office for inspection of its Road worthiness if the vehicle is found fit to be driven on the Roads, the re-registration permission is given thereafter.

Application For No Objection Certificate Delhi

If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28. The following are the required / formalities to be completed.

  • Application on form 28 (in Quadruplicate) Download
  • Attested copy of the registration certificate.
  • Evidence of payment of road tax up-to-date.
    Delhi NOC
  • Or no road tax dues certificate from the tax-collection authority.
  • Valid PUC/ Valid Insurance.

Note: Issue of NOC is subject to clearance from N.C.R.B only.

Commercial Vehicle Registration Delhi 

All commercial / transport vehicles are registered with the M.L.O at the Head Quarter of the transport department, where the application is to be made with the following requirement: 

    Commercial Vehicle Registration Delhi
  • L.O.I issued from S.T.A Branch.
  • Manufacturing Invoice.
  • Form no. 20, Form no.21 and Form no. 22. Download
  • Certificate of fitness issued by the board of inspectors from inspection pit Burari.
  • Attested copy of the address proof.
  • Attested copyof the insurance certificate / covernote.
  • Form no. 34 (in case the vehicle is purchased on loan) Download
  • Road tax as applicable.
  • Prescribed fee for registration.

  • Vehicle like TSR & Taxi are registered at inspection pit Burari

Vehicle Registration for Financed or Loaned Vehicles , Delhi

The process is called hypothecation and it has to be endorsed with RTA, Delhi while registering your vehicle and later can be deleted.

Vehicle Registration for Financed or Loaned VehiclesIf a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate. The following are the documents required:

  • Registration certificate in original
  • Two copies Form no.34 duly filled (for endorsement of Hypothecation). Download
  • A certificate from financier for having retained full dues from the financier (for deletion case only).
  • Attested copy of valid insurance.
  • Attested copy of address proof of the registered owner.
  • Attested copy of valid pollution under control certificate.
  • Prescribed fee.
  • Attested copy of PAN Card or Form 60 & 61(as applicable)

Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public.

Delete the hypothecation from the Vehicle Registration Details , Delhi

If a vehicle is purchased on loan from a financier the same could be endorsedin the registration certificate when the loan is repaid and following are the documents required:

  • Registration certificate in original
  • Two copies Form no. 35 duly filled (for deletion of Hypothecation). Download
  • A certificate from financier for having retained full dues from the financier (for deletion case only)
  • Attested copy of valid insurance.
  • Attested copy of address proof of the registered owner.
  • Attested copy of valid pollution under control certificate.
  • Prescribed fee
  • Attested copy of PAN Card or Form 60 & 61(as applicable)
  • NOC from financer

Vehicle Ownership Transfer Delhi

The transfer of ownership of a vehicle is to be applied in the concerned Delhi transport zonal office where vehicle is already registered and following are the documents to be submitted:- 
  • Registration certificate in original
  • Form no.29 duly filled in duplicate (attested one copy) . Download
  • Form no.30 duly filled in duplicate . Download
  • Attested copy of valid insurance certificate
  • Attested copy of address proof of purchaser
  • Attested copy of valid Pollution Under Control Certificate
  • Prescribed fee along with penalty if the transfer of ownership not applied within 14 days from the date of purchase.
  • Attested copy of PAN Card or Form 60 & 61(as applicable)
Note: Application should be submitted with in 14 days otherwise penalty of Rs 100/- per month will be charged

Ownership transfer of commercial vehicles Delhi 

In addition to above mentioned documents :
  • Permit surrender slip for S.T.A.
  • Challan clearance from Traffic Police & Enforcement branch of the Transport Deptt. are required.
  • Tax clearance report from Accounts.
  • Copy of Valid Fitness certificate.

Transfer of vehicle ownership in case of death of the registered owner

In such case the application is to be made by the first legal heirs/the person succeeding to the possession of the vehicle with following documents.
  • Registration certificate in original
  • Form No. 30 & 31 in duplicate with endorsement of the financier if the vehicle is held on hire purchase agreement along with NOC from financier.
  • Original copy of death certificate of the registered owner.
  • Succession/Survival member Certificate issued by SDM.
  • Affidavit by the applicant to this effect and from the other legal heirs relinquishing their right in favor of the applicant.
  • Attested copies of valid insurance certificate.
  • Attested copy of address proof of Applicant.
  • Attested copy of valid PUC.
  • Attested copy of PAN Card or Form 60 & 61(as applicable)
  • Verification of vehicle on form no. 20
Note: Application should be submitted with in 30 days of death to the zonal office otherwise penalty of Rs. 100/- per month will be charged.

Commercial Vehicle ownership transfer in case of Death of Owner

  • Permit surrender slip issued by STA branch.
  • Challan clearance from Traffic and enforcement branch.
  • Tax clearance report from Accounts branch.
  • Valid Fitness Certificate

Any vehicle can only be driven or allowed to be driven in public place in delhi only after registration by Delhi Regional registering authority as under the provision of section 39 of motor vehicle Act 1988.

Vehicle registration of commercial vehicles in Delhi

You have to approach to office of

Vehicle Registration for Goods carriers less than 3000 kg. you have to approach MLO (Burari).
Vehicle registration of Taxi\TSR you have to approach MLO (Auto Rikshaw and Taxi Unit)Burari or MLO (Burari) for (DL1Y,DL1Z,DL1ZZ)AITP category.

After allocation of registration numbers, fee receipt is given to the applicant on the same day and above documents are kept by the zonal office. The registration fee receipt can be retained as proof of having made an application for registration.

The registration certificate i.e. Form − 23A can be collected after preparation of smart card.

Procedure for registration of new private/non commercial vehicle? 

The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration.The documents required to apply the registration are as follows :-

CHANGE ADDRESS On Vehicle Registration in Delhi

The following documents are required for change of address in Registration Certificate.

  • Form No. 33
  • Original Registration Certificate.
  • Attested copy of valid insurance.
  • Attested copy of address proof of the registered owner.
  • Attested copy of valid pollution under control certificate.
  • Prescribed fee of Rs. 50 & Rs. 370 for smart card.
  • Attested copy of PAN Card or Form 60 & 61(as applicable)
  • Regarding the change of address in Registration Certificate,where the hypothecation is endorsed in the Registration Certificate,No Objection Certificate from the financier is needed to get the address changed in the Registration Certificate.

The change of address should be applied within 14 days from the date of effect, after that penalty of Rs. 100 per month is applicable.

Out of State Vehicle Registration in Delhi

Assignment of new registration mark or renewal to another state. Below is the procedure of re-registration of motor vehicles brought to Delhi from other states :
