DTC Recruitment Policy
Subject to the condition that neither a person disqualified under section 17 of the Delhi Transportcorporation Act, 1950 nor an employee of the Authority dismissed from service develop for misconduct by the authority, nor an employee of the Central & State Government who has been debarred from
employment in any Government Department, shall be taken into employment and further subject to such standing orders as may be framed by the Chairman cum Managing Director, with the approval of the Delhi Transport Corporation regarding age, academic and technical qualification, physical fitness, trade test s, procedure for invitation of applications(namely by advertisements in any other may), appointments against sanctioned posts whether by promotion of by direct recruitment shall be made strictly on merits. In determining the merits of candidates for purposes of promotions, considerations shall be given to service records and seniority in addition to his qualifications, when appointments are proposed to be filled by direct recruitment employees of the Delhi Transport Corporation shall be eligible to complete.
All the direct recruitment to the regular posts of Class II,III & IV shall be done by DSSSB as per Recruitment Rules of different categories. However the ratio of 10 permanent & contractual staff for different categories will be as rules set.
The appointment on contractual basis will be applicable for the post meant for direct recruitment from the names sponsored by the Employment exchange failing which from the open market through advertisement. All contractual appointment will be done strictly as per RRs of the posts. The retired DTC employees can also be engaged on contract basis against the vacant posts on the salary pattern of GNCTD applicable to retired employees appointed on contract.
The appointment on deputation/transfer will be as per RR’s and the procedure to be followed will be as per CCS rules.
All the officers/employees of the Corporation appointed against regular posts will be on probation for period of 1 to 2 years depending on post.
Reservation for SC, ST/ OBC Candidates, Physically
Handicapped Person & Appointment on compassionate basis. :
The concession in appointment/ promotion will be applicable to SC/ST/OBC candidates, Physically Handicapped persons & the candidates appointed on compassionate grounds will be applicable as per guidelines of Govt. of India/ GNCTD & its amendment if made time to time.
MEDICAL STANDARDS FOR THE CANDIDATES SELECTED FOR APPOINTMENT IN DTC
General standards of fitness1. Height : The height of the candidate will be measured by the following method :
The candidate will remove his shoes and be placed against the standard with his feet together and the weight throws on the heels and not on the toes or otherwise of the feet. He will stand erect without rigidity and with the heels, calves, buttocks and shoulder touching the standard. The chin will be depressed to bring the head level under the horizontal bar and the height will be recorded in centimeters.
Conductors Minimum 150 cms. No Maximun
Drivers Minimum 162 cms. No Maximun
Minimum height for all other categories should be 150 cms for male and 142 cms. for female ( For female conductors also ). There is no limit for maximum height for the above categories including security guards as per the latest order of the Corporation.
2. Chest : He will be made to stand erect with his feet together and to raise his arms over his head. The tape will be so adjusted round the chest that its upper edge touches the interior angles of the shoulder blades behind and lies in the same horizontal plane when the tape is taken round the chest. The arms will then be lowered to hang loosely by the side and care will be taken that the shoulders are not thrown upwards or backwards so as to displace the tape. The candidates will then be directed to take a deep inspire on several
times and the maximum expansion of the chest will be carefully noted and the minimum expansion of the chest should be 5 cms., and the average minimum chest should be 70 cms. for all categories . In recording the measurements fraction of less than half cm. shall be ignored.
3. Weight: The candidates will also be re-weighed after removing the shoes and clothes. Weight recorded in Kilograms, fraction of less than half a kg. should not be noted. The reporting of height and weight standard will be at the discretion of the Board. However it will comply with maximum and minimum height and weight both for male and female candidates :
Male Minimum 45 Kgs. Maximum 85 Kgs.
Female Minimum 35 Kgs. Maximum 65 Kgs.
4. Vision standard : Minimum vision standard should be as under :

COLOUR VISION:- Colour- blindnesss is a disqualification in case of Medical officers,
Conductors and Drivers.
Morbid condition of Eye like squint, staphyloms, Coreal capacity, etc is a
disqualification in case of Drivers, Conductors and S/Guards and Chowkidars and all
other technical and workshop staff eve if the vision acquity is of prescribed
standard.
Night blindness is a disqualification in case of Drivers, Conductors and
S/Guards and Chowkidars.
BLOOD PRESSURE:-
The Board will use its direction regarding Blood Pressure. A rough method of calculating normal maximum systolic pressure is as follows:-
I. With young subject 15-25 years of age the average is about 100 plus the age.
II. With subjects over 25 years of age the general rule is 110 plus half of the age.
URINE TEST:-
The urine (passed in the presence of the Board) should be examined and result recorded. Where the Board finds sugar present in the candidate’s urine during test, the Board will proceed with the examination with all other aspects and will also specially not any signs or symptoms suggestive of diabetes. The Board will
base its final option fit or not fit in the report of the said specified.
STANDARD OF PHYSICAL FITNESS:-
For all the categories viz. Ministerial and supervisory workshop of Drivers, Conductors and class IV employees.
The candidates must be in good health and free from any disability likely to interfere with efficient performances of duty. It should be even, be ensured:-
a) That the candidate’s hearing in each ear is good and that there is no sign of disease in the ear.
b) That his/her teeth are in good condition.
c) That his/her speech is without impairment.
d) That the heart is well formed and his chest expansion is sufficient and that his/her heart and lungs are sound.
e) That there is no evidence of any abdominal disease.
f) That he/she is not raptured epileptic or ruptured.
g) That he does not suffer from hydroceole, hernia, severe degree of varicose veis or piles.
h) That his/her limbs, hands and feet are well formed and developed and there is free and perfect of all joints and there should be no contracture of any part of the body. There should not be motor or sensory loss of any part of the body.
i) That there is no congenial malformation or chronic disease painting to any impaired constitution.
j) That he/she does not suffer from any inveterate skin disease.
k) That he/she bears marks of effective vaccination and
l) That he/she is free from communicable disease/venereal disease.
m) That he/she should not suffer from any mental disease.
Medical standards for the ‘persons with disabilities’ selected for appointment as conductor in DTC
The commissioner (Disabilities ) has issued directives to consider the candidature of the Persons with Disabilities against 3% reservation for PHPs under the provisions of The persons with Disabilities Act,1995 for the post of conductors on contractual basis. The Competent Authority after considering all the aspects has approved to the following relaxed standards ;
“The candidates of Post Polio residual Paralysis (PPRP) having all joints and movements of both hands including fingers normal, be considered under Physically handicapped(Disabled Person)”.
Further DTC Board has approved to consider the persons with following disabilities for the post of bus conductor:
(a) OA : One arm
(b) OL : One leg
(c) BL : Both legs
(d) MW : Muscular weakness and limited physical endurance
(e) HH : Hearing handicapped
